The article focuses on identifying the key factors of human resources within the Czech state needed to carry out mobilization of the armed forces in case of a military conflict. Ladislav Chaloupský, Ph.D., válečný veterán, zakladatel Ústavu jazykové přípravy ve Vyškově a aktivní přispěvatel do Vojenských rozhledů a dalších časopisů. Vojenská veřejnost i obranná komunita si jej pamatuje především jako propagátora studia cizích jazyků a jako ředitele Ústavu jazykové přípravy Armády ČR, v jehož čele stál po 10 let.
