The article focuses on identifying the key factors of human resources within the Czech state needed to carry out mobilization of the armed forces in case of a military conflict. It primarily answers the questions of whether these factors are sufficient and can be used effectively in the mobilization process. Ladislav Chaloupský, Ph.D., válečný veterán, zakladatel Ústavu jazykové přípravy ve Vyškově a aktivní přispěvatel do Vojenských rozhledů a dalších časopisů. Vojenská veřejnost i obranná komunita si jej pamatuje především jako propagátora studia cizích jazyků a jako ředitele Ústavu jazykové přípravy Armády ČR, v jehož čele stál po 10 let.
