Bezpečnostní diskurz Ruské federace o energetických vztazích s EU v letech 2012-2017Recenzované - Přehledový

Článek zkoumá energetické bezpečnostní vztahy mezi Ruskem a EU. Důraz je kladen nikoliv na technické a institucionální aspekty vztahů, ale spíše na diskurzivní přístup, který určuje převažující výklad vztahu obou stran. Cíle článku jsou dva. Prvním je analyzovat obsah a základní témata ruského bezpečnostního diskurzu o energetických vztazích s EU v letech 2012-2017. Druhým je interpretovat vliv norem a hodnot v energetickém bezpečnostním diskurzu na identitu a zájmy Ruska ve zkoumaném období. Bezpečnostní diskurz Ruské federace se zaměřuje na obhajobu ruských diverzifikačních projektů k posílení energetické bezpečnosti EU. V bezpečnostním diskurzu pak Rusko ve vztazích s EU desekuritizuje energetikou otázku, když prezentuje samo sebe jako hlavního a spolehlivého partnera a dodavatele ropy a plynu do EU. Na teoretické rovině vychází článek z poznatků kritického konstruktivismu, v metodické úrovni je článek založen na tematické analýze, jejíž pomocí bude zkoumán obsah ruského bezpečnostního diskurzu o energetických vztazích s EU.

Security Discourse of the Russian Federation on the Energy Relations with the EU in 2012-2017

The article explores the energy security relations between Russia and the EU. The aims of this article are two. The first is to analyze the content and basic themes of the Russian security discourse on energy relations with the EU in 2012-2017. The second is to interpret the influence of norms and values in the energy security discourse on identity and interests of Russia in the studied period. Security discourse of the Russian Federation focuses on defending Russian diversification projects to strengthen EU energy security. In the security discourse, Russia in relations with the EU de-securitizes the issue of energy when it presents itself as the main and reliable partner and supplier of oil and gas to the EU.
